SENATE CONCURRENT

RESOLUTION

 

 

Requesting the Auditor to conduct an operational and Performance audit of the University of Hawaii College of Tropical Agriculture and Human Resources.

 

 


     WHEREAS, the University of Hawaii College of Tropical Agriculture and Human Resources has research stations on Hawaii Island, Kauai, Maui, Molokai, and Oahu in order to conduct research and provide instruction and outreach; and

 

     WHEREAS, since 2007, the University of Hawaii College of Tropical Agriculture and Human Resources has dealt with cuts to its operating and capital improvement budgets; and

 

     WHEREAS, these budget cuts have resulted in deteriorating structures, antiquated infrastructure, and stations that are no longer used; and

 

     WHEREAS, management at the University of Hawaii College of Tropical Agriculture and Human Resources must provide better oversight of its facilities; and

 

     WHEREAS, underused facilities could be used to generate revenue for the University of Hawaii College of Tropical Agriculture and Human Resources to address budget shortfalls that have hindered operations and capital improvement at research stations; and

 

     WHEREAS, the University of Hawaii College of Tropical Agriculture and Human Resources has not developed a plan to address this problem; and

 

     WHEREAS, auditing the University of Hawaii College of Tropical Agriculture and Human Resources will assess the efficiency and effectiveness of its use of available resources; and

 

     WHEREAS, assessing whether and how the University of Hawaii College of Tropical Agriculture and Human Resources can better utilize these facilities is a worthwhile effort; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the Auditor is requested to conduct an operational and performance audit on the University of Hawaii College of Tropical Agriculture and Human Resources research stations to assess whether the University of Hawaii is managing its research stations and using its available resources efficiently and effectively; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii College of Tropical Agriculture and Human Resources is requested to cooperate with the audit; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to report findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, President of the University of Hawaii, and Dean and Director for Research and Cooperative Extension of the University of Hawaii College of Tropical Agriculture and Human Resources.
