SENATE RESOLUTION
URGING THE STATE TO EXPAND THE SCOPE OF THE COMPREHENSIVE INFORMATION SYSTEM ESTABLISHED PURSUANT TO ACT 54, SESSION LAWS OF HAWAII 2011, TO FURTHER INCLUDE PUBLIC FACILITIES, THEREBY CREATING A COMPREHENSIVE ASSET MANAGEMENT SYSTEM FOR PUBLIC LANDS AND PUBLIC FACILITIES.
WHEREAS, Act 54, Session Laws of Hawaii 2011, establishes a comprehensive information system for public lands to be used for the inventory and maintenance of information relating to the public land trust, also known as ceded lands, and other state lands; and
WHEREAS, the land inventory required to be taken and information to be maintained will be important tools to assist the State to manage its public lands; and
WHEREAS, all state agencies are directed to assist the Department of Land and Natural Resources in facilitating the establishment of the comprehensive information system for public lands; and
WHEREAS, the Department of Land and Natural Resources shall also determine what other information would be useful to include in the inventory; and
WHEREAS, the Department of Accounting and General Services is responsible for managing and supervising a wide range of state programs and activities including:
(1) Maintenance and repair of state buildings and facilities through its Central Services Division; and
(2) Comprehensively managing the information processing and telecommunication systems in order to provide services to all state agencies through its Information and Communication Services Division; and
WHEREAS, insufficient information on underutilized land and public facilities is exacerbating a loss of revenues because inventories and necessary data required are not centralized and accessible to all decision makers in order to make sound economic decisions; and
WHEREAS, a comprehensive information system that is a centralized database which can be accessed by all state authorized users to ensure accurate and consistent utilization of state lands and public facilities in the best economically responsible manner is necessary; and
WHEREAS, given the dire economic situation of the State, it is important that all state agencies work together to ensure that our lands and facilities are being used to their fullest potential; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, that the Department of Land and Natural Resources is urged to expand the scope of the comprehensive information system established pursuant to Act 54, Session Laws of Hawaii 2011, to inventory and maintain information about the lands of the public land trust described in section 5(f) of the Admission Act and article XII, section 4, of the Hawaii State Constitution to further include public facilities, thereby creating a comprehensive asset management system for public lands and facilities; and
BE IT FURTHER RESOLVED that the Department of Land and Natural Resources utilize the resources of the Department of Accounting and General Services to coordinate and develop the comprehensive asset management system; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and State Comptroller.
