SENATE RESOLUTION
requesting the department of agriculture to form a working group to determine the FEASIBILITY of implementing the united kingdom's department of environment, food, and rural affairs' animal quarantine Policies, standards, and procedures in hawaii.
WHEREAS, Hawaii is the only state in the United States that is rabies-free; and
WHEREAS, the introduction of rabies would have an adverse affect not only on public health, but also on Hawaii's unique eco-system and tourism; and
WHEREAS, to prevent rabies from entering the State, existing law requires that dogs, cats, and other carnivores complete a one-hundred-twenty-day quarantine, unless the animal meets all of the requirements for the 5-Day-or-Less early release program; and
WHEREAS, the United Kingdom, like Hawaii, is rabies-free; and
WHEREAS, the United Kingdom has recently changed its animal quarantine standards, policies, and procedures to allow animals to enter the United Kingdom without any quarantine, so long as certain requirements are met; and
WHEREAS, unlike Hawaii, to qualify for a quarantine exemption or a shorter period of quarantine, the United Kingdom does not require dogs, cats, or other carnivores to undergo a World Organization for Animal Health, or OEI, rabies virus antibody test within a specified time period prior to arrival if the animal originates from a country that the United Kingdom has identified as having a low incidence of rabies; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, that the Department of Agriculture is requested to form a working group to determine the feasibility of implementing the United Kingdom's Department of Environment, Food, and Rural Affairs' animal quarantine policies, standards, and procedures in Hawaii; and
BE IT FURTHER RESOLVED that the Department of Agriculture report its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Chairperson of the Board of Agriculture.
