  1  1    Section 1.  Section 313.4, subsection 1, Code 2017, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  c.  The commission may, after consultation
  1  4 with stakeholders including regional planning affiliations,
  1  5 metropolitan planning organizations, the Iowa state association
  1  6 of counties, and the Iowa league of cities, periodically
  1  7 allocate moneys from the fund for the establishment,
  1  8 construction, and maintenance of the secondary road system and
  1  9 the municipal street system in exchange for retaining all or
  1 10 a portion of federal aid road funds that would otherwise be
  1 11 allocated to counties and cities.
  1 12                           EXPLANATION
  1 13 The inclusion of this explanation does not constitute agreement with
  1 14 the explanation's substance by the members of the general assembly.
  1 15    Under current law, moneys in the primary road fund (PRF)
  1 16 are appropriated for the establishment, construction, and
  1 17 maintenance of the primary road system, including the drainage,
  1 18 grading, surfacing, and construction of bridges and culverts;
  1 19 the elimination or improvement of railroad crossings; the
  1 20 acquiring of additional right=of=way; all other expenses
  1 21 incurred in the construction and maintenance of the primary
  1 22 road system; and the maintenance and housing of the department
  1 23 of transportation.
  1 24    This bill allows the state transportation commission,
  1 25 after consultation with stakeholders including regional
  1 26 planning affiliations, metropolitan planning organizations,
  1 27 the Iowa state association of counties, and the Iowa league of
  1 28 cities, to periodically allocate moneys from the PRF for the
  1 29 establishment, construction, and maintenance of the secondary
  1 30 road system and the municipal street system in exchange for
  1 31 retaining all or a portion of federal aid road funds that would
  1 32 otherwise be allocated to counties and cities.
