1.
Section
257.11,
subsection
5,
paragraph
a,
1
subparagraph
(1),
Code
2022,
is
amended
to
read
as
follows:

(1)
In
order
to
provide
additional
funding
to
increase
3
student
opportunities
and
redirect
more
resources
to
student
4
programming
for
school
districts
that
share
operational
5
functions,
a
district
that
shares
with
a
political
subdivision
6
one
or
more
operational
functions
of
a
curriculum
director,
7
master
social
worker,
independent
social
worker,
work-based
8
learning
coordinator,
special
education
director,
mental
9
health
professional
who
holds
a
statement
of
recognition
10
issued
by
the
board
of
educational
examiners,
or
school
11
counselor,
or
one
or
more
operational
functions
in
the
areas
12
of
superintendent
management,
business
management,
human
13
resources,
transportation,
or
operation
and
maintenance
for
at
14
least
twenty
percent
of
the
school
year
shall
be
assigned
a
15
supplementary
weighting
for
each
shared
operational
function.

A
school
district
that
shares
an
operational
function
in
17
the
area
of
superintendent
management
shall
be
assigned
a
18
supplementary
weighting
of
eight
nine
pupils
for
the
function.
19
A
school
district
that
shares
an
operational
function
in
the
20
area
of
business
management,
human
resources,
transportation,
21
or
operation
and
maintenance
shall
be
assigned
a
supplementary
22
weighting
of
five
pupils
for
the
function.
A
school
district
23
that
shares
the
operational
functions
of
a
curriculum
director;
24
a
master
social
worker
or
an
independent
social
worker
licensed
25
under
chapters
147
and
154C
;
a
work-based
learning
coordinator;
26
a
special
education
director;
a
mental
health
professional
27
who
holds
a
statement
of
recognition
issued
by
the
board
of
28
educational
examiners;
or
a
school
counselor
shall
be
assigned
29
a
supplementary
weighting
of
three
pupils
for
the
function.

The
additional
weighting
shall
be
assigned
for
each
discrete
31
operational
function
shared.
However,
a
school
district
32
may
receive
the
additional
weighting
under
this
subsection
33
for
sharing
the
services
of
an
individual
with
a
political
34
subdivision
even
if
the
type
of
operational
function
performed

the
individual
for
the
school
district
and
the
type
of
1
operational
function
performed
by
the
individual
for
the
2
political
subdivision
are
not
the
same
operational
function,
so
3
long
as
both
operational
functions
are
eligible
for
weighting
4
under
this
subsection
.
In
such
case,
the
school
district
5
shall
be
assigned
the
additional
weighting
for
the
type
of
6
operational
function
that
the
individual
performs
for
the
7
school
district,
and
the
school
district
shall
not
receive
8
additional
weighting
for
any
other
function
performed
by
the
9
individual.
The
operational
function
sharing
arrangement
does
10
not
need
to
be
a
newly
implemented
sharing
arrangement
to
11
receive
supplementary
weighting
under
this
subsection
.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
13
importance,
takes
effect
upon
enactment.
14
Sec.
3.
APPLICABILITY.
This
Act
applies
to
school
budget
15
years
beginning
on
or
after
July
1,
2022,
subject
to
the
school
16
budget
year
limitations
of
section
257.11,
subsection
5.

EXPLANATION
18
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
19
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
school
districts
that
share
an
21
operational
function
in
the
area
of
superintendent
management.
22
Pursuant
to
Code
section
257.11,
in
order
to
provide
23
additional
funding
to
increase
student
opportunities
and
24
redirect
resources
to
student
programming
for
school
districts
25
that
share
operational
functions,
a
school
district
that
shares
26
with
a
political
subdivision
one
or
more
operational
functions
27
of
certain
specified
persons,
or
one
or
more
operational
28
functions
in
the
area
of
superintendent
management
or
other
29
specified
areas
for
at
least
20
percent
of
the
school
year,
is
30
assigned
a
supplementary
weighting
for
each
shared
operational
31
function
up
to
a
maximum
of
21
additional
pupils.
Current
law
32
provides
that
a
school
district
that
shares
an
operational
33
function
in
the
area
of
superintendent
management
is
assigned
a
34
supplementary
weighting
of
eight
pupils
for
the
function.
