H.F. 2163 Section 1. Section 80F.1, subsection 1, paragraph f, Code 1 2024, is amended to read as follows: 2 f. “Officer” means a certified law enforcement officer, fire 3 fighter, emergency medical technician, corrections officer, 4 detention officer, jailer, probation or parole officer, 5 communications officer public safety telecommunicator , or 6 any other law enforcement officer certified by the Iowa law 7 enforcement academy and employed by a municipality, county, or 8 state agency. 9 Sec. 2. Section 622.10, subsection 9, paragraph c, 10 subparagraph (1), Code 2024, is amended to read as follows: 11 (1) “Officer” means a certified law enforcement officer, 12 fire fighter, emergency medical technician, paramedic, 13 corrections officer, detention officer, jailer, probation 14 or parole officer, communications officer public safety 15 telecommunicator , dispatcher, emergency management coordinator 16 under chapter 29C , or any other law enforcement officer 17 certified by the Iowa law enforcement academy and employed by a 18 city, county, or state agency. 19 EXPLANATION 20 The inclusion of this explanation does not constitute agreement with 21 the explanation’s substance by the members of the general assembly. 22 This bill relates to public safety telecommunicators. 23 Code section 80B.11C requires the Iowa law enforcement 24 academy (ILEA) to establish minimum standards for training 25 of public safety telecommunicators. “Public safety 26 telecommunicator” is defined as a person who serves as a first 27 responder by receiving requests for, or by dispatching requests 28 to, emergency response agencies that include but are not 29 limited to law enforcement, fire, rescue, and emergency medical 30 services agencies. 31 The bill changes the term “communications officer” to 32 “public safety telecommunicator” to conform with the term used 33 by ILEA in establishing minimum standards for training of 34 public safety telecommunicators. 35 -1- LSB 5386HV (1) 90 as/js 1/ 1
