Section
1.
FAMILY
COURTS.
1
1.
The
supreme
court
shall
develop
a
proposal
to
establish
2
a
family
court
in
the
judicial
branch.
The
proposal
shall

include
a
description
of
the
powers
and
responsibilities
of
4
the
family
court,
an
implementation
schedule,
budget,
and
an
5
outline
for
the
relationship
of
the
family
court
with
the
6
department
of
human
services,
child
welfare
and
delinquency
7
services
providers,
and
other
publicly
funded
providers
of
8
services
intended
to
stabilize
families
in
this
state.
The
9
proposal
shall
include
proposed
statutory
changes
to
implement
10
family
courts
and
other
recommendations
identified
by
the
11
supreme
court.

2.
The
supreme
court
shall
submit
the
proposal
to
establish
13
a
family
court
to
the
governor
and
general
assembly
on
or
14
before
December
1,
2014.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
17
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
supreme
court
to
develop
a
proposal
19
to
establish
a
family
court
in
the
judicial
branch.
Certain
20
elements
are
to
be
included
in
the
proposal.
The
proposal
is
21
required
to
be
submitted
to
the
governor
and
general
assembly
22
on
or
before
December
1,
2014.
