NEW
SECTION
.

Teaching
recruitment
in
Iowa
1
program.
2
1.
Subject
to
an
appropriation
of
funds
by
the
general
3
assembly
for
this
purpose,
there
is
established
within
4
the
department
a
teaching
recruitment
in
Iowa
program
to
5
recruit
and
provide
training
and
support
to
prepare
high
6
school
students
to
enter
the
field
of
education
by
providing
7
competitive
grant
awards
to
four
school
districts
approved
8
by
the
department
to
implement
over
a
two-year
period
pilot
9
programs
that
offer
opportunities
for
students
to
explore
10
careers
in
the
teaching
profession.
11
2.
The
department
shall
establish
a
process
and
criteria
12
for
the
application
and
approval
of
four
pilot
programs.
Grant
13
applications
shall,
at
a
minimum,
be
assessed
by
the
department
14
based
on
the
whether
an
application
meets
all
of
the
following
15
conditions:
16
a.
Focuses
recruitment
efforts
on
encouraging
secondary
17
students
to
consider
and
explore
careers
in
the
field
of
18
education
by
providing
a
teacher
mentor
for
any
subject
area
in
19
primary
education.
20
b.
A
secondary
school
curriculum
that
provides
future
21
educators
with
opportunities
to
observe
classroom
instruction
22
and
preteaching
internships
at
all
primary
grade
levels,
to
23
tutor
primary
students
and
assist
the
mentor
teacher,
and
to
24
familiarize
students
with
lesson
planning,
learning
styles,
25
student
learning
data
and
information,
academic
disparities
26
among
student
subgroups,
cultural
competency,
college
success
27
and
workforce
skills,
and
education
policy.

c.
Provides
through
a
guidance
counselor
academic
and
29
community
support
services
to
help
students
overcome
potential
30
barriers
to
becoming
future
educators,
including
but
not
31
limited
to
supplemental
tutoring,
advice
on
college
readiness
32
and
college
course
selection,
college
applications,
financial
33
aid
processes,
financial
education
opportunities,
and
34
mentoring.

Provides
flexibility
in
student
schedules
so
the
student
1
can
meet
graduation
requirements
while
meeting
the
educational
2
goals
of
the
program.

e.
Demonstrates
ability
to
partner
secondary
and
primary
4
schools
and
the
ability
to
evaluate
the
effectiveness
of
the
5
program.

f.
Any
additional
criteria
as
determined
by
the
department.

However,
grant
criteria
shall
not
include
minimum
course
hour
8
requirements.

3.
Grants
shall
be
awarded
to
applicant
school
districts
as
10
follows:
11
a.
Two
grant
awards
to
school
districts
with
enrollments
of
12
less
than
three
thousand
students.
13
b.
Two
grant
awards
to
school
districts
with
enrollments
14
greater
than
three
thousand
students.
One
of
the
school
15
districts
selected
under
this
paragraph
shall
be
located
in
a
16
city
with
a
population
greater
than
one
hundred
twenty
thousand
17
but
less
than
one
hundred
forty
thousand
according
to
the
2010
18
federal
decennial
census.

4.
Grant
moneys
awarded
to
school
districts
shall
be
used
20
to
administer
the
pilot
program
and
a
portion
may
be
used
21
to
provide
stipends
to
mentor
teachers
in
the
program.
The
22
department
may
use
not
more
than
five
percent
of
the
moneys
23
appropriated
for
purposes
of
the
program
to
administer
the
24
program.

5.
a.
School
districts
awarded
grants
under
this
program
26
shall
evaluate
the
program
based
on
guidance
provided
from
27
the
department
and
shall
submit
a
preliminary
report
on
the
28
effectiveness
of
the
program
to
the
department
by
November
1
29
following
the
first
year
of
implementation
and
a
final
report
30
on
the
effectiveness
of
the
program
by
November
1
following
the
31
second
year
of
implementation.

b.
Within
two
months
of
receiving
the
final
report,
the
33
department
shall
summarize
the
reports
received
from
the
school
34
districts
and
submit
the
summary
and
the
department’s
findings

and
recommendations
regarding
the
effectiveness
of
the
program
1
in
recruiting
young
people
into
the
teaching
profession
and
2
regarding
continuation
or
modification
of
the
program
to
the

general
assembly.

The
state
board
shall
adopt
rules
under
chapter
17A
to
5
administer
this
section.

EXPLANATION
7
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
8
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes,
subject
to
an
appropriation
from
10
the
general
assembly,
a
teaching
recruitment
in
Iowa
program
11
within
the
department
of
education
for
purposes
of
recruiting
12
and
providing
training
and
support
to
prepare
secondary
13
school
students
to
eventually
enter
the
field
of
education
by
14
providing
competitive
grant
awards
to
four
school
districts
15
approved
by
the
department
to
implement
over
a
two-year
period
16
pilot
programs
that
offer
opportunities
for
students
to
explore
17
careers
in
the
teaching
profession.

The
bill
provides
conditions
applicants
must
meet
in
order
19
to
qualify
for
approval
and
directs
the
department
to
establish
20
a
process
and
criteria
for
the
application
and
approval
of
the
21
four
pilot
programs.
Two
grants
shall
be
awarded
to
school
22
districts
with
enrollments
of
less
than
3,000
students;
and
two
23
grants
shall
be
awarded
to
school
districts
with
enrollments
24
greater
than
3,000
students,
one
of
which
shall
be
located
in
25
a
city
with
a
population
greater
than
120,000
but
less
than
26
140,000
according
to
the
2010
federal
decennial
census.
27
Grant
moneys
shall
be
used
by
school
districts
to
administer
28
the
program
and
a

may
be
used
for

department
