Section 272.2, subsection 14, paragraph b, 1 2 subparagraph (2), Code 2015, is amended to read as follows: 1 3 (2) The applicant is less than twenty=one years of age 1 4 except as provided in section 272.31, subsection 1, paragraph 1 5 "e". However, a student enrolled in a practitioner preparation 1 6 program who meets board requirements for a temporary, 1 7 limited=purpose license who is seeking to teach as part of a 1 8 practicum or internship may be less than twenty=one years of 1 9 age. 1 10 Sec. 2. Section 272.31, subsection 1, Code 2015, is amended 1 11 to read as follows: 1 12 1. a.TheExcept as provided in paragraph "b", the 1 13 minimum requirements for the board toawardissue a coaching 1 14 authorization to an applicant are: 1 15a.(1) Successful completion of one semester credit hour 1 16 or ten contact hours in a course relating to knowledge and 1 17 understanding of the structure and function of the human body 1 18 in relation to physical activity. 1 19b.(2) Successful completion of one semester credit hour 1 20 or ten contact hours in a course relating to knowledge and 1 21 understanding of human growth and development of children and 1 22 youth in relation to physical activity. 1 23c.(3) Successful completion of two semester credit hours 1 24 or twenty contact hours in a course relating to knowledge and 1 25 understanding of the prevention and care of athletic injuries 1 26 and medical and safety problems relating to physical activity. 1 27d.(4) Successful completion of one semester credit hour 1 28 or ten contact hours relating to knowledge and understanding 1 29 of the techniques and theory of coaching interscholastic 1 30 athletics. 1 31e.(5) Attainment of at least eighteen years of age. 1 32 b. The board shall issue a transitional coaching 1 33 authorization to an individual who is at least twenty=one 1 34 years of age and who provides verification of an offer of a 1 35 coaching position by a school or a consortium of schools, 2 1 but who has not completed the coursework required for a 2 2 coaching authorization as specified in paragraph "a". A 2 3 transitional coaching authorization is valid for not more 2 4 than one year, shall not be renewed, and is valid only in 2 5 the school or consortium of schools making the offer of the 2 6 coaching position. A consortium of schools may include a 2 7 school district, a school district school attendance center, or 2 8 an accredited nonpublic school, or any combination thereof. 2 9 Sec. 3. Section 279.19B, subsection 1, paragraph a, 2 10 subparagraph (2), Code 2015, is amended to read as follows: 2 11 (2) A qualified individual who meets the requirements of 2 12 section 272.31, subsection 1, paragraph "a", and possesses 2 13 a coaching authorization issued by the board of educational 2 14 examiners. 2 15 Sec. 4. Section 279.19B, subsection 1, paragraph a, Code 2 16 2015, is amended by adding the following new subparagraph: 2 17 NEW SUBPARAGRAPH. (3) A qualified individual who meets the 2 18 requirements of section 272.31, subsection 1, paragraph "b", 2 19 and possesses a transitional coaching authorization issued by 2 20 the board of educational examiners. 2 21 Sec. 5. Section 709.15, subsection 1, paragraph f, Code 2 22 2015, is amended to read as follows: 2 23 f. "School employee" means a practitioner as defined in 2 24 section 272.1 or a person issued a coaching authorization or 2 25 a transitional coaching authorization under section 272.31, 2 26 subsection 1. 2 27 EXPLANATION 2 28 The inclusion of this explanation does not constitute agreement with 2 29 the explanation's substance by the members of the general assembly. 2 30 This bill requires the board of educational examiners to 2 31 issue a transitional coaching authorization to an individual 2 32 who is at least 21 years of age and who provides verification 2 33 of an offer of a coaching position by a school or by a 2 34 consortium of schools, but who has not completed the coursework 2 35 required for a coaching authorization. A transitional coaching 3 1 authorization is valid for not more than one year, shall not 3 2 be renewed, and is valid only in the school or consortium 3 3 of schools offering the coaching position. A consortium of 3 4 schools may include a school, district, a school district 3 5 attendance center, or an accredited nonpublic school, or any 3 6 combination thereof. 3 7 In employing a head coach or assistant coach, the Code 3 8 requires each school district to consider applicants in a 3 9 priority order, with teachers having first priority and persons 3 10 with a coaching authorization second. To this priority list, 3 11 the bill adds in the third position those individuals who 3 12 possess a transitional coaching authorization. 3 13 Currently, the minimum coursework needed for a full 3 14 coaching authorization, as provided in Code section 272.31(1), 3 15 includes successful completion of five semester credit hours 3 16 or 50 contact hours in courses relating to knowledge and 3 17 understanding of the structure and function of the human 3 18 body in relation to physical activity; to knowledge and 3 19 understanding of human growth and development of children 3 20 and youth in relation to physical activity; to knowledge and 3 21 understanding of the prevention and care of athletic injuries 3 22 and medical and safety problems relating to physical activity; 3 23 and to knowledge and understanding of the techniques and 3 24 theory of coaching interscholastic athletics. In addition, 3 25 the board's rules require an applicant to complete concussion 3 26 training by an athletic association or union, and one semester 3 27 credit hour or 15 contact hours relating to professional ethics 3 28 and legal responsibilities of coaches. 3 29 Code section 709.15, which establishes the criminal offense 3 30 of sexual exploitation by a school employee and includes a 3 31 definition of "school employee", is amended to specify that 3 32 a school employee includes both a person issued a coaching 3 33 authorization as well as a person issued a transitional 3 34 coaching authorization.
