GENERAL FUND —— DEPARTMENT. 6 1. The report shall describe in 25 detail the expenditure of moneys appropriated in this section 26 to support the department’s administration, regulation, and 27 programs. 28 3. H.F. 2336 nonprofit organization with over 80 years of experience in 1 assisting children and adults with disabilities and special 2 needs. The moneys shall be used to support a nationally 3 recognized program that began in 1986 and has been replicated 4 in at least 30 other states, but which is not available through 5 any other entity in this state, and that provides assistance 6 to farmers with disabilities in all 99 counties to allow the 7 farmers to remain in their own homes and be gainfully engaged 8 in farming through provision of agricultural worksite and home 9 modification consultations, peer support services, services 10 to families, information and referral, and equipment loan 11 services. Notwithstanding section 8.33, moneys appropriated 12 in this section that remain unencumbered or unobligated at the 13 close of the fiscal year shall not revert but shall remain 14 available for expenditure for the purposes designated until the 15 close of the succeeding fiscal year. 16 DIVISION II 17 DEPARTMENT OF NATURAL RESOURCES 18 GENERAL APPROPRIATIONS FOR FY 2012-2013 19 Sec. 8. 2011 Iowa Acts, chapter 128, section 49, is amended 20 to read as follows: 21 SEC. 49. GENERAL FUND —— DEPARTMENT. 22 1. H.F. 2336 authorized to the department pursuant to subsection 1, 50.00 1 full-time equivalent positions shall be allocated by the 2 department for seasonal employees for purposes of providing 3 maintenance, upkeep, and sanitary services at state parks. 4 This subsection shall not impact park ranger positions within 5 the department. 6 3. The department shall submit a report each quarter of the 7 fiscal year to the legislative services agency, the department 8 of management, the members of the joint appropriations 9 subcommittee on agriculture and natural resources, and the 10 chairpersons and ranking members of the senate and house 11 committees on appropriations. The report shall describe in 12 detail the expenditure of moneys appropriated under this 13 section to support the department’s administration, regulation, 14 and programs. 15 Sec. 9. 2011 Iowa Acts, chapter 128, section 50, is amended 16 to read as follows: 17 SEC. 50. STATE FISH AND GAME PROTECTION FUND —— DIVISION OF 18 FISH AND WILDLIFE. 19 1. Notwithstanding section 455A.10 , the department of 2 natural resources may use the unappropriated balance remaining 3 in the state fish and game protection fund for the fiscal 4 year beginning July 1, 2012, and ending June 30, 2013, as is 5 necessary to fund salary adjustments for departmental employees 6 which the general assembly has made an operating budget 7 appropriation for in subsection 1. 8 Sec. 10. 2011 Iowa Acts, chapter 128, section 51, is amended 9 to read as follows: 10 SEC. 51. GROUNDWATER PROTECTION FUND —— WATER 11 QUALITY. DEPARTMENT OF AGRICULTURE AND LAND 10 STEWARDSHIP. There is appropriated from the environment first 11 fund created in section 8.57A to the department of agriculture 12 and land stewardship for the fiscal year beginning July 1, 13 2012, and ending June 30, 2013, the following amounts, or so 14 much thereof as is necessary, to be used for the purposes 15 designated: 16 1. CONSERVATION RESERVE ENHANCEMENT PROGRAM (CREP) 17 a. For the conservation reserve enhancement program to 18 restore and construct wetlands for the purposes of intercepting 19 tile line runoff, reducing nutrient loss, improving water 20 quality, and enhancing agricultural production practices: 21 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 500,000 22 1,000,000 23 b. This bill relates to appropriations made for 9 agriculture and natural resources for the 2012-2013 fiscal year 10 in 2011 Iowa Acts, chapter 128 (SF 509) to support related 11 entities, including the department of agriculture and land 12 stewardship, the department of natural resources, and Iowa 13 state university. 14 The bill relates to moneys appropriated to the department of 15 agriculture and land stewardship and the department of natural 16 resources. The appropriations support those departments for 17 administration, regulation, and programs. The bill requires 18 the departments to submit quarterly reports to the general 19 assembly and department of management regarding the expenditure 20 of appropriated moneys. The bill also provides moneys to 21 support specific programs or projects administered by those 22 departments. The bill relates to moneys appropriated from a 23 number of sources, including the general fund of the state, the 24 state fish and game protection fund, the groundwater protection 25 fund, and the environment first fund.
