MILLER, RUNNING=MARQUARDT, and FINKENAUER A BILL FOR 1 An Act providing for the inclusion of the state as a member of 2 the United States climate alliance. 3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 6017HH (3) 87 js/rn PAG LIN 1 1 Section 1. NEW SECTION. 458.1 Climate alliance membership. 1 2 1. On or before July 1, 2018, the governor shall take all 1 3 necessary actions for the state to become a member of the 1 4 United States climate alliance. A subsequent withdrawal from 1 5 the alliance shall be subject to the approval of the general 1 6 assembly. 1 7 2. On or before December 1, 2018, and on or before December 1 8 1 each year thereafter, the governor shall report to the 1 9 general assembly's standing committees on natural resources and 1 10 environment and environmental protection regarding the state's 1 11 participation in the United States climate alliance, including 1 12 any collaborations or partnerships among the alliance members 1 13 or external stakeholders and any policies or programs that the 1 14 alliance has endorsed, undertaken, or considered. 1 15 EXPLANATION 1 16 The inclusion of this explanation does not constitute agreement with 1 17 the explanation's substance by the members of the general assembly. 1 18 This bill requires the governor of Iowa to take the steps 1 19 necessary to make the state a member of the United States 1 20 climate alliance by July 1, 2018. The bill allows the 1 21 governor to withdraw the state from the alliance only if the 1 22 general assembly approves the withdrawal. The bill requires 1 23 the governor to submit a report to the general assembly's 1 24 standing committees on natural resources and environment and 1 25 environmental protection on or before December 1 of each year.
