Section 256.16, subsection 1, paragraph b, Code 1 2 2016, is amended to read as follows: 1 3 b. Include preparation in readingprograms, including 1 4 reading recoverytheory, knowledge, strategies, and approaches; 1 5 andintegrate reading strategiesfor integrating literacy 1 6 instruction into contentarea methods courseworkareas. Such 1 7 preparation shall address all students, including but not 1 8 limited to students with disabilities; students who are at 1 9 risk of academic failure; students who have been identified 1 10 as gifted and talented or limited English proficient; and 1 11 students with dyslexia, whether or not such students have 1 12 been identified as children requiring special education under 1 13 chapter 256B. 1 14 Sec. 2. Section 272.25, unnumbered paragraph 1, Code 2016, 1 15 is amended to read as follows: 1 16Not later than January 1, 1991, theThe state board of 1 17 education shall adopt rulespursuant to chapter 17Ato 1 18 implement the following for approved practitioner preparation 1 19 programs: 1 20 Sec. 3. Section 272.25, subsection 3, Code 2016, is amended 1 21 to read as follows: 1 22 3. A requirement that the program include instruction 1 23 in skills and strategies to be used in classroom management 1 24 of individuals, and of small and large groups, under varying 1 25 conditions; skills for communicating and working constructively 1 26 with pupils, teachers, administrators, and parents; preparation 1 27 in reading theory, knowledge, strategies, and approaches, 1 28 and for integrating literacy instruction in content areas in 1 29 accordance with section 256.16; and skills for understanding 1 30 the role of the board of education and the functions of other 1 31 education agencies in the state. The requirement shall be 1 32 based upon recommendations of the department of education after 1 33 consultation with teacher education faculty members in colleges 1 34 and universities. 1 35 EXPLANATION 2 1 The inclusion of this explanation does not constitute agreement with 2 2 the explanation's substance by the members of the general assembly. 2 3 This bill modifies the reading and literacy requirements for 2 4 practitioner preparation programs approved by the state board 2 5 of education. 2 6 The bill replaces language relating to reading programs, 2 7 including reading recovery, with language requiring preparation 2 8 in reading theory, knowledge, strategies, and approaches; 2 9 and for integrating literacy instruction into content areas. 2 10 Such preparation must address all students, including but not 2 11 limited to students with disabilities, students at risk of 2 12 academic failure, gifted and talented students, limited English 2 13 proficient students, and students with dyslexia.
