Section
1.
Section
35A.13,
subsection
4,
Code
Supplement
1
2011,
is
amended
to
read
as
follows:

The
minimum
balance
of
the
trust
fund
required
prior

to
expenditure
of
moneys
from
the
trust
fund
is
five
million
4
dollars.
Once
the
minimum
balance
is
reached,
the
interest
and
5
earnings
on
the
fund
and
any
moneys
received
under
subsection
6
2
,
paragraph
“a”
,
the
first
three
hundred
thousand
dollars
7
transferred
each
fiscal
year
pursuant
to
section
99G.9A
from
8
the
lottery
fund
to
the
trust
fund
are
appropriated
to
the
9
commission
to
be
used
to
achieve
the
purposes
of
this
section
.
10
Moneys
appropriated
to
the
commission
that
remain
unobligated
11
or
unexpended
at
the
end
of
each
fiscal
year
shall
revert
to
12
the
trust
fund.
It
is
the
intent
of
the
general
assembly
that
13
the
balance
in
the
trust
fund
reach
fifty
million
dollars.

AFFAIRS.
There
is

appropriated
from
the
veterans
trust
fund,
created
in
section

35A.13,
to
the
commission
of
veterans
affairs
for
the
fiscal

year
beginning
July
1,
2011,
and
ending
June
30,
2012,
to
be
18
used
for
the
purposes
stated
in
section
35A.13,
subsection
6,
19

3.
EFFECTIVE
UPON
ENACTMENT.
The
following
provision

or
provisions
of
this
Act,
being
deemed
of
immediate

importance,
take
effect
upon
enactment:

The
section
of
this
Act
making
an
appropriation
to
the
25
commission
of
veterans
affairs
for
the
fiscal
year
beginning
26
July
1,
2011.

EXPLANATION
28
This
bill
makes
appropriations
from
the
veterans
trust
29
fund
to
the
commission
of
veterans
affairs
to
be
used
for
the
30
provision
of
veterans
services.
31
Current
law
provides
for
the
appropriation
of
the
interest
32
and
earnings
from
the
veterans
trust
fund
and
certain
other
33
moneys
received
in
the
trust
fund
pursuant
to
Code
section
34
35A.13(2)(a)
to
the
commission.
The
bill
removes
the
language

appropriating
moneys
pursuant
to
Code
section
35A.13(2)(a),
1
but
appropriates
the
first
$300,000
that
is
transferred
into

the
trust
fund
each
fiscal
year
from
the
lottery
fund
pursuant

to
Code
section
99G.9A,
to
the
commission
for
the
provision
of
4
such
in
veterans
services.

The
bill
requires
that
moneys
appropriated
to
the
commission
6
that
remain
unobligated
or
unexpended
at
the
end
of
each
fiscal
7
year
shall
revert
to
the
veterans
trust
fund.

The
bill
also
provides
for
a
one-time
appropriation
of
9
$300,000
from
the
trust
fund
to
the
commission
for
the
fiscal

year
beginning
July
1,
2011,
and
ending

30,
2012,
in
order

to
provide
certain
veterans
services
pursuant
to
Code
section
12
35A.13(6).
The
section
of
the
bill
appropriating
moneys
to

the
commission
for
the
fiscal
year
beginning
July
1,
2011,
and
14
ending
June
30,
2012,
is
effective
upon
enactment.
