Section 261.1, subsection 2, paragraphs a and d, 1 2 Code 2017, are amended to read as follows: 1 3 a. A member of the state board of regents to be named by the 1 4 board, or the executive director of the board if so appointed 1 5 by the board, who shall serve for a four=year term or until the 1 6 expiration of the member's term of office.Such member shall 1 7 convene the organizational meeting of the commission.1 8 d.EightNine additional members to be appointed by the 1 9 governor.as follows: 1 10 (1) Oneof the membersmember shall be selected to represent 1 11 private colleges and universities located in the state of Iowa. 1 12 When appointing this member, the governor shall give careful 1 13 consideration to any personor personsnominated or recommended 1 14 by any organization or association of some or all private 1 15 colleges and universities located in the state of Iowa. 1 16 (2) Oneof the membersmember shall be selected to represent 1 17 Iowa's community collegeslocated in the state of Iowa. 1 18 When appointing this member, the governor shall give careful 1 19 consideration to any person or persons nominated or recommended 1 20 by any organization or association of Iowa community colleges. 1 21 (3) One member shall be enrolled as a student ataan 1 22 institution of higher learning governed by the board of regents 1 23institution, a community college, or an accredited private 1 24 institution. 1 25 (4) One member shall be arepresentative of a lending 1 26 institution located in this state. One member shall be 1 27 an individual who is repaying or has repaid a student loan 1 28 guaranteed by the commissionparent of a student enrolled 1 29 at an institution of higher learning governed by the board 1 30 of regents, a community college, or an accredited private 1 31 institution. 1 32 (5) One member shall represent practitioners licensed 1 33 under chapter 272. When appointing this member, the governor 1 34 shall give careful consideration to any person nominated by 1 35 an Iowa teacher association or other education stakeholder 2 1 organization. 2 2 (6)The other threeFour members shall represent the 2 3 general public, none of whom shall be official board members 2 4 or trustees of an institution of higher learning or of an 2 5 association of institutions of higher learning, shall be 2 6 selected to represent the general public. 2 7 Sec. 2. Section 261.1, subsection 3, Code 2017, is amended 2 8 to read as follows: 2 9 3. The members of the commission appointed by the governor 2 10 shall serve for a term of four years. The voting members of 2 11 the commission shall elect a chairperson and vice chairperson. 2 12 Meetings may be called by the chairperson or a majority of the 2 13 voting members. 2 14 Sec. 3. Section 261.1, subsection 4, paragraph b, Code 2017, 2 15 is amended to read as follows: 2 16 b. A vacancy shall exist on the commission when a 2 17 legislative member of the commission ceases to be a member of 2 18 the general assembly, when a parent member no longer has a 2 19 child enrolled in postsecondary education, or when a student 2 20 member ceases to be enrolled as a student. Such vacancy shall 2 21 be filled within thirty days. 2 22 EXPLANATION 2 23 The inclusion of this explanation does not constitute agreement with 2 24 the explanation's substance by the members of the general assembly. 2 25 This bill makes changes to the membership of the college 2 26 student aid commission. 2 27 Currently, one of the members of the commission is also 2 28 a member of the board of regents or the executive director 2 29 of the board of regents. The bill strikes a provision that 2 30 directs this member to convene the organizational meeting of 2 31 the commission. 2 32 The bill strikes provisions requiring that one member 2 33 represent a lending institution and one member be an individual 2 34 who is repaying or has repaid a student loan guaranteed by the 2 35 commission, and adds provisions requiring that one member be 3 1 a parent of a student enrolled in an accredited postsecondary 3 2 institution in the state, and that one member represent 3 3 practitioners licensed by the board of educational examiners. 3 4 The bill increases the number of members who represent the 3 5 general public from three to four members. 3 6 Under the bill, a vacancy occurs when the parent member no 3 7 longer has a child enrolled in postsecondary education; the 3 8 voting members of the commission shall elect a chairperson and 3 9 vice chairperson; and meetings may be called by the chairperson 3 10 or a majority of the voting members.
