H.F. 293 Section 1. STUDY —— DIRECT MARKETING OF FOOD INITIATIVE TASK 1 FORCE. 2 1. There is created a direct marketing food initiative task 3 force to be comprised of all of the following: 4 a. The secretary of agriculture, representing the 5 department of agriculture and land stewardship, who shall serve 6 as chairperson of the task force. 7 b. The director of the economic development authority. 8 c. The director of the Iowa department of public health. 9 d. The director of the department of inspections and 10 appeals. 11 2. The task force shall be housed in the department of 12 agriculture and land stewardship which shall furnish the 13 task force with all necessary supplies and administrative 14 assistance. 15 3. The task force shall conduct a study of issues affecting 16 the direct marketing of food produced by farmers to consumers 17 with the objective of expanding opportunities for Iowa farmers 18 to sell fresh wholesome food to consumers with a minimum of 19 government involvement. The task force shall review all 20 state statutes and administrative rules that impose burdens 21 upon persons seeking to begin or expand such direct marketing 22 opportunities. 23 4. The task force shall prepare a report to be submitted 24 to the governor and general assembly not later than January 25 4, 2021, which includes its findings and recommendations, 26 including proposed legislation or rules that eliminate 27 regulatory burdens but do not violate federal law or compromise 28 food safety. 29 5. This section is repealed on June 30, 2021. 30 EXPLANATION 31 The inclusion of this explanation does not constitute agreement with 32 the explanation’s substance by the members of the general assembly. 33 This bill establishes a direct marketing food initiative 34 task force comprised of persons representing the department 35 -1- LSB 1605HH (2) 88 da/rn 1/ 2
H.F. 293 of agriculture and land stewardship, the economic development 1 authority, the Iowa department of public health, and the 2 department of inspections and appeals. The purpose of the task 3 force is to conduct a study of issues affecting the direct 4 marketing of food produced by farmers to consumers with the 5 objective of expanding opportunities for private business with 6 a minimum of government involvement. The task force must 7 prepare a report to be submitted to the governor and general 8 assembly not later than January 4, 2021, which includes its 9 findings and recommendations.
