RECOMMENDATIONS

APPROPRIATION.
There
is
appropriated
from

the
general
fund
of
the
state
to
the
department
of
education

for
the
fiscal
year
beginning
July
1,
2013,
and
ending
June
30,
4
2014,
the
following
amount,
or
so
much
thereof
as
is
necessary,
5
to
be
used
for
the
purposes
designated:

For
purposes
of
accomplishing
the
recommendations
of
the

competency-based
education
task
force
established
pursuant
8
to
2012
Iowa
Acts,
chapter
1119,
section
2,
relating
to
9
the
development
of
model
competencies
and
the
creation
of
10
opportunities
for
professional
development
for
preservice
and
11
in-service
for
practitioners:

task
force
shall
select

education
agencies
with
which
it
will
collaborate
to

develop
model
competencies
and
professional
development

opportunities
for
preservice
and
in-service
practitioners.

Moneys
appropriated
in
this
section
shall
be
transferred
to
18
the
area
education
agencies
selected
for
collaboration
by
19
the
task
force.
Of
the
moneys
appropriated
in
this
section,
20
not
more
than
$100,000
shall
be
used
for
the
development
of
21
model
competencies
and
not
more
than
$100,000
shall
be
used
22
for
the
creation
of
professional
development
opportunities
for
23
preservice
and
in-service
practitioners.

SPRING
2013.
The
competency-based
education
task
force

is
encouraged
to
complete
by
June
3,
2013,
its
efforts
27
relating
to
the
development
of
a
common
language
and
28
vision
for
competency-based
education
and
a
shared
29
operational
definition
of
competency;
conducting
a
review
30
of
current
policies,
administrative
rules,
and
education
31
and
para-educational
practices
that
may
block
optimal
32
implementation
of
competency-based
education;
and
establishing
33
a
team
collaboration
with
higher
education
institutions
to
34
support
smooth
transitions
for
students
with
competency-based

educational
experiences
in
high
school,
to
facilitate
entrance
1
into
postsecondary
institutions,
and
to
work
toward
instituting
2
training
for
preservice
practitioners
in
competency-based

3.
EFFECTIVE
UPON
ENACTMENT.
The
following
provision
5
or
provisions
of
this
division
of
this
Act,
being
deemed
of
6
immediate
importance,
take
effect
upon
enactment:
7
1.
The
section
of
this
Act
relating
to
the
spring
2013
8
efforts
of
the
competency-based
education
task
force.
9
EXPLANATION
10
This
bill
appropriates
$200,000
from
the
general
fund
of
11
the
state
to
the
department
of
education
for
FY
2013-2014
12
to
provide
funds
for
purposes
of
accomplishing
one
of
the
13
recommendations
of
the
competency-based
education
task
force,
14
which
was
established
pursuant
to
legislation
enacted
during
15
the
2012
regular
session
of
the
84th
General
Assembly,
relating
16
to
the
development
of
model
competencies
and
the
creation
17
of
professional
development
opportunities
for
preservice
18
and
in-service
for
practitioners.
The
task
force
is
also
19
encouraged
to
complete
by
June
3,
2013,
efforts
specified
in
20
the
bill.

The
task
force
is
directed
to
select
area
education
agencies
22
with
which
it
will
collaborate
to
develop
model
competencies
23
and
professional
development
opportunities
for
preservice
and
24
in-service
practitioners,
and
the
moneys
appropriated
are
to
be
25
transferred
to
those
area
education
agencies.
Of
the
moneys
26
appropriated,
not
more
than
$100,000
shall
be
used
for
the
27
development
of
model
competencies
and
not
more
than
$100,000
28
shall
be
used
for
the
creation
of
professional
development
29
opportunities
for
preservice
and
in-service
practitioners.
30
Efforts
the
task
force
is
encouraged
to
complete
by
June
31
3,
2013,
include
those
relating
to
the
development
of
a
