  1  1    Section 1.  Section 321.257, subsection 2, paragraph a, Code
  1  2 2017, is amended to read as follows:
  1  3    a.  A "steady circular red" light means vehicular traffic
  1  4 shall stop. Vehicular traffic shall remain standing until
  1  5 a signal to proceed is shown or vehicular traffic, unless
  1  6 prohibited by a sign, may cautiously enter the intersection to
  1  7 make a right turn from the right lane of traffic or another
  1  8 lane designated for right turns, or a left turn from a one=way
  1  9 street to a one=way street from the left lane of traffic on a
  1 10 one=way street onto the leftmost lane of traffic on a one=way
  1 11 street or another lane designated for left turns. Turns made
  1 12 under this paragraph shall be made in a manner that does not
  1 13 interfere with other vehicular or pedestrian traffic lawfully
  1 14 using the intersection. Pedestrian traffic facing a steady
  1 15 circular red light shall not enter the roadway unless the
  1 16 pedestrian can safely cross the roadway without interfering
  1 17 with any vehicular traffic.
  1 18                           EXPLANATION
  1 19 The inclusion of this explanation does not constitute agreement with
  1 20 the explanation's substance by the members of the general assembly.
  1 21    Vehicular traffic is currently allowed to make a right turn
  1 22 from the right lane of traffic against a red light, or a left
  1 23 turn from the left lane of traffic on a one=way street to the
  1 24 leftmost lane of traffic on another one=way street against a
  1 25 red light. This bill alters that provision to allow a right
  1 26 turn from another lane designated for right turns, or a left
  1 27 turn from another lane designated for left turns on a one=way
  1 28 street. The bill also strikes the requirement that vehicular
  1 29 traffic turning left against a red light on a one=way street
  1 30 must turn into the leftmost lane of the other one=way street.
