Use
of
unmanned
aircraft
1
system
——
prohibition.

1.
A
state
agency
or
an
agency
of
a
political
subdivision
3
of
the
state
having
jurisdiction
over
criminal
law
enforcement
4
shall
not
utilize
an
unmanned
aircraft
system
prior
to
July
1,
5
2015.

2.
Notwithstanding
subsection
1,
an
unmanned
aircraft
7
system
may
be
deployed
prior
to
July
1,
2015,
under
the
8
following
circumstances:
9
a.
During
the
occurrence
of
a
disaster
as
defined
in
section
10
29C.2.
11
b.
When
an
amber
alert
has
been
issued.
12
c.
During
a
search
and
rescue
operation
if
deployment
is
13
necessary
to
protect
life,
health,
or
property.

3.
Under
no
circumstances
shall
a
weaponized
unmanned
15
aircraft
system
be
deployed
by
or
its
use
facilitated
by
an
16
agency
of
the
state
or
an
agency
of
a
political
subdivision
of
17
the
state
with
jurisdiction
over
criminal
law
enforcement.

EXPLANATION
19
This
bill
relates
to
the
use
of
an
unmanned
aircraft
system,
20
also
known
as
a
drone,
by
a
state
or
local
law
enforcement
21
agency.
22
The
bill
prohibits
a
state
or
local
law
enforcement
agency
23
from
using
a
drone
prior
to
July
1,
2015.
24
The
bill
does
permit
the
use
of
a
drone
by
a
state
or
25
local
law
enforcement
agency
prior
to
July
1,
2015,
under
the
26
following
circumstances:
during
the
occurrence
of
a
disaster
27
as
defined
in
Code
section
29C.2;
when
an
amber
alert
has
been
28
issued;
and
during
a
search
and
rescue
operation.
29
The
bill
prohibits
a
state
or
local
law
enforcement
agency
30
from
using
or
facilitating
the
use
of
a
weaponized
drone
under
31
any
circumstances.
