The
department
2
of
human
services
shall
submit
a
Medicaid
1115
demonstration
3
waiver
application
to
the
centers
for
Medicare
and
Medicaid
4
services
of
the
United
States
department
of
health
and
human
5
services,
as
described
in
state
Medicaid
director
letter
6
#18-011,
to
provide
and
seek
federal
financial
participation
7
for
services
for
Medicaid
members
with
serious
mental
illness
8
(SMI)
or
serious
emotional
disturbance
(SED)
during
short-term
9
stays
for
acute
care
in
residential
and
inpatient
settings
that
10
qualify
as
institutions
for
mental
diseases
(IMDs)
as
defined
11
in
42
U.S.C.
§1396d(i).
The
goal
of
this
demonstration
waiver
12
is
for
the
state
to
maintain
and
enhance
access
to
mental
13
health
services
and
continue
delivery
system
improvements
14
to
provide
more
coordinated
and
comprehensive
treatment
15
of
Medicaid
members
with
SMI
or
SED
through
both
inpatient
16
and
residential
settings
that
qualify
as
IMDs
and
through
17
community-based
mental
health
care
settings.
The
department
18
shall
provide
progress
reports
regarding
the
approval
of
the
19
demonstration
waiver
application
to
the
governor
and
the
20
general
assembly
on
a
quarterly
basis.

This
bill
requires
the
department
of
human
services
(DHS)

to
submit
a
Medicaid
1115
demonstration
waiver
application
to

the

for
Medicare
and
Medicaid
services
of
the
United

States
department
of
health
and
human
services
to
provide

and
seek
federal
financial
participation
for
services
for

Medicaid
members
with

mental
