Section
272.8,
subsection
1,
Code
2023,
is
1
amended
to
read
as
follows:

1.
a.
The
board
may
issue
a
license
to
an
applicant
from
3
another
state
or
country
if
the
applicant
files
evidence
of
the
4
possession
of
the
required
or
equivalent
requirements
with
the
5
board
,
including
any
of
the
following:
6
(1)
A
full
license
from
another
state
or
country,
which
7
shall
not
include
a
temporary
license
or
an
emergency
license
.
8
(2)
Verification
from
an
institution
located
in
another
9
state
that
the
applicant
has
completed
all
program
and
10
licensure
requirements
with
the
exception
of
any
assessments
11
required
by
the
state.

(3)
Transcripts
indicating
the
applicant
completed
an
13
educator
preparation
program
located
in
another
country.
14
b.
If
the
applicant
is
the
spouse
of
a
military
person
who
15
is
on
duty
or
in
active
state
duty
as
defined
in
section
29A.1,
16
subsections
10
and
12
,
the
board
shall
assign
a
consultant
to
17
be
the
single
point
of
contact
for
the
applicant
regarding
18
nontraditional
licensure.

EXPLANATION
20
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
licenses
issued
by
the
board
of
23
educational
examiners
(BOEE)
to
applicants
from
other
states
24
or
countries.
25
Current
law
authorizes
the
BOEE
to
issue
a
license
to
an
26
applicant
from
another
state
or
country
if
the
applicant
files
27
evidence
of
the
possession
of
the
required
or
equivalent
28
requirements
with
the
BOEE.
The
bill
provides
that
such
29
required
or
equivalent
requirements
shall
include
a
full
30
license
from
another
state
or
country,
verification
from
an
31
institution
located
in
another
state
that
the
applicant
has
32
completed
all
program
and
licensure
requirements
except
for
33
state-required
assessments,
and
transcripts
indicating
the
34
applicant
completed
an
educator
preparation
program
located
in
