Section
1.
Section
15F.102,
subsection
3,
paragraph
c,
Code
1
2019,
is
amended
to
read
as
follows:

c.
The
members
appointed
pursuant
to
subsection
2
shall

be
appointed
to
two-year
three-year
staggered
terms
and
the
4
terms
shall
commence
and
end
as
provided
by
section
69.19
.
If
5
a
vacancy
occurs,
a
successor
shall
be
appointed
to
serve
the
6
unexpired
term.
A
successor
shall
be
appointed
in
the
same
7
manner
and
subject
to
the
same
qualifications
as
the
original
8
appointment
to
serve
the
unexpired
term.

2.
Section
15F.104,
Code
2019,
is
amended
to
read
as

follows:

Authority
duties.

The
authority,
subject
to
approval
by
the
board
,
shall
adopt

administrative
rules
pursuant
to
chapter
17A
necessary
to

administer
the
programs
established
pursuant
to
this
chapter
.

The
authority
shall
provide
the
board
with
assistance
in
16
implementing
administrative
functions,
marketing
the
programs,
17
providing
technical
assistance
and
application
assistance
18
to
applicants
under
the
programs,
negotiating
contracts,
19
and
providing
project
follow-up.
The
authority
may
conduct
20
negotiations
on
behalf
of
the
board
with
applicants
regarding
21
terms
and
conditions
applicable
to
awards
under
the
programs.

Section
15F.204,
subsection
5,
unnumbered
paragraph

Code
2019,
is
amended
to
read
as
follows:

At
the
beginning
of
each
fiscal
year,
the
board
shall

allocate
one
hundred
thousand
dollars
for
purposes
of
marketing

those
projects
that
are
receiving
moneys
from
the
fund.
After

the
marketing
allocation,
the

board
shall
allocate
all

remaining
moneys
in
the
fund
in
the
following
manner:

Act
shall
not

the

of
a
member
serving
on
the
enhance
Iowa
board
immediately
1
prior
to
the
effective
date
of
this
Act.
For
terms
beginning
2
May
1,
2019,
four
members
shall
be
appointed
to
a
three-year
3
term
and
one
member
shall
be
appointed
to
a
two-year
term.
For
4
terms
beginning
May
1,
2020,
four
members
shall
be
appointed
5
to
a
three-year
term
and
two
members
shall
be
appointed
to
a
6
one-year
term.
For
a
term
beginning
May
1,
2021,
or
after,
all
7
members
shall
be
appointed
to
a
three-year
term.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance

the
members
of
the
general
assembly.

This
bill
relates
to
the
enhance
Iowa
board.

The
bill
increases
the
term
of
voting
members
on
the
board
13
from
two
to
three
years.
The
bill
provides
for
a
transition
14
from
the
current
two-year
staggered
terms
to
three-year
15
staggered
terms.

The
bill
directs
the
board,
rather
than
the
economic
17
development
authority,
to
adopt
rules
to
administer
the
18
programs
established
in
Code
chapter
15F.
19
The
bill
eliminates
the
requirement
that
the
board,
at
the
20
beginning
of
each
fiscal
year,
allocate
$100,000
from
the
21
community
attraction
and
tourism
fund
to
market
projects
that
22
are
receiving
moneys
from
the
fund.
