S.F. 434 Section 1. Section 135.61, Code 2023, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 1A. “Ambulatory surgical center” means the 3 same as defined in section 147.163. 4 Sec. 2. Section 135.61, subsection 14, paragraph d, Code 5 2023, is amended to read as follows: 6 d. An outpatient ambulatory surgical facility center . 7 Sec. 3. Section 135.61, subsection 21, Code 2023, is amended 8 by striking the subsection. 9 Sec. 4. NEW SECTION . 135.75A Additional annual reports 10 by hospitals, ambulatory surgical centers, and health care 11 facilities. 12 In addition to any other information and reporting required 13 under this subchapter, the department shall require all of the 14 following: 15 1. Hospitals and ambulatory surgical centers shall annually 16 report all of the following to the department and to the board 17 of medicine in a format required by the department: 18 a. Surgical, medical, anesthesia-related, or other 19 complications from surgeries or treatment provided to patients 20 by the hospital or ambulatory surgical center. 21 b. The type and number of each type of surgery performed in 22 the prior calendar year. 23 c. Return visit and readmission rates related to a previous 24 treatment or surgery, not including scheduled follow-up 25 appointments. 26 d. Findings from surveys on patient safety culture conducted 27 by the federal agency for healthcare research and quality for 28 the prior calendar year. 29 2. Hospitals and ambulatory surgical centers shall provide 30 patient education related to the top five most common surgeries 31 performed in the state. The education materials shall be 32 developed by the department in consultation with the board of 33 medicine, the Iowa hospital association, and the university of 34 Iowa hospitals and clinics. 35 -1- LSB 2383XS (3) 90 pf/rh 1/ 3
S.F. 434 3. Hospitals, ambulatory surgical centers, and health care 1 facilities shall do all of the following: 2 a. Post information about the regulatory functions of the 3 department and the health care professional licensing boards, 4 including how to contact the department or licensing boards. 5 b. Provide information to patients and residents regarding 6 the actual reimbursement received from a third party for any 7 charges imposed on a patient or resident. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill relates to hospitals, ambulatory surgical centers, 12 and health care facilities, including information and reporting 13 requirements. 14 The bill requires that in addition to any other information 15 and reporting required under Code chapter 135, subchapter 16 VI, relating to the health facilities council, hospitals and 17 ambulatory surgical centers shall annually report all of the 18 following to the department of health and human services (HHS) 19 and to the board of medicine in a format required by HHS: 20 surgical, medical, anesthesia-related, or other complications 21 from surgeries or treatment provided to patients by the 22 hospital or ambulatory surgical center; the type and number 23 of each type of surgery performed in the prior calendar year; 24 the return visit and readmission rates related to a previous 25 treatment or surgery, not including scheduled follow-up 26 appointments; and the findings from surveys on patient safety 27 culture conducted by the federal agency for healthcare research 28 and quality for the prior calendar year. 29 The bill requires hospitals and ambulatory surgical centers 30 to provide patient education related to the top five most 31 common surgeries performed in the state.
