Section
483A.24,
Code
2024,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
16A.
Upon
payment
of
a
fee
established
by
3
rules
adopted
pursuant
to
section
483A.1
for
a
lifetime
fur
4
harvester
license,
the
department
shall
issue
a
lifetime
fur
5
harvester
license
to
a
resident
of
Iowa
who
has
served
in
the
6
armed
forces
of
the
United
States
on
federal
active
duty
and
7
who
was
disabled
or
was
a
prisoner
of
war
during
that
veteran’s
8
military
service.
The
department
shall
prepare
an
application
9
to
be
used
by
a
person
requesting
a
lifetime
fur
harvester
10
license
under
this
subsection.
The
department
of
veterans
11
affairs
shall
assist
the
department
in
verifying
the
status
or
12
claims
of
applicants
under
this
subsection.
Fees
recovered
13
under
this
subsection
shall
be
used
to
recover
administrative
14
costs
of
issuance
of
licenses
and
any
other
administrative
15
costs.
As
used
in
this
subsection,
“disabled”
means
entitled
to
16
a
service
connected
rating
under
38
U.S.C.
ch.
11.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
19
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
creates
a
lifetime
fur
harvester
license
for
a
21
resident
of
Iowa
who
has
served
in
the
armed
forces
of
the
22
United
States
on
federal
active
duty
and
who
was
disabled,
23
as
defined
in
the
bill,
or
was
a
prisoner
of
war
during
that
24
veteran’s
military
service.
The
bill
requires
the
department
25
of
natural
resources
(DNR)
to
establish
a
fee
by
rule
for
the
26
lifetime
fur
harvester
license
and
prepare
an
application
27
to
be
used
by
a
person
requesting
a
lifetime
fur
harvester
28
license.
The
department
of
veterans
affairs
shall
assist
DNR
29
in
verifying
the
status
or
claims
of
applicants
and
utilize
the
30
fees
collected
to
recover
costs
associated
with
the
license’s
31
administration.
