APPROPRIATIONS - PERMANENT BUILDING FUND - Appropriates an additional $1,150,000 from the Permanent Building Fund for fiscal year 2015; appropriates $27,578,300 from the Permanent Building Fund for fiscal year 2016; authorizes the allocation of funds for specific projects; provides legislative intent relating to utilization of matching funds; exempts the appropriation from certain provisions; provides legislative intent relating to reallocation of project savings; and declares an emergency.
