Summary

Amends the Downstate Firefighter Article of the Illinois Pension Code. Includes within the definition of "municipality" any city, village, incorporated town, or township that employs 40 or more full-time paid firefighters that are subject to a collective bargaining agreement. Amends the State Mandates Act to require implementation without reimbursement.
