Summary

Amends the Consumer Fraud and Deceptive Business Practices Act. Changes provisions concerning the billing and collection practices of electric service providers so that they apply to "utility service providers" rather than "electric service providers". Provides that credit bureaus that receive personal consumer information from a utility service provider may not use that information to determine credit scores.
