Summary

Amends the Counties Code. Provides deputies employed by a county, or the police officers employed by a municipality, shall be provided mental health counseling services by the sheriff, or the corporate authorities of the municipality, respectively. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement.
