Summary

Amends the Illinois Procurement Code. To be considered a responsible bidder for purposes of State construction contracts, requires that the bidder satisfactorily show that any person used to perform the work subject to the bid has participated or is currently participating in (i) federally approved and registered apprenticeship and training programs or (ii) craft training programs developed by the National Center for Construction Education and Research (now, satisfactorily show that the bidder and all the bidder's subcontractors participate in federally approved and registered apprenticeship and training programs).
