Bill Title: Amends the Business District Development and Redevelopment Law, the Tax Increment Allocation Redevelopment Act, and the Industrial Jobs Recovery Law of the Illinois Municipal Code. Provides that, for purposes of the respective Act and Laws, parcels are also contiguous if they touch or adjoin one another in a reasonably substantial physical sense or if they meet the criteria for annexation to a municipality under a specified provision of the Illinois Municipal Code.
