Bill Title: Amends the Illinois Solid Waste Management Act. Provides that any person who sells or commercially distributes any styrofoam-containing food or beverage container at the State fairgrounds or the Capitol complex commits a business offense punishable by a fine of $100. Defines "State fairgrounds" and "Capitol complex". Effective immediately.
