Bill Title: Amends the Code of Criminal Procedure of 1963. Provides that a person charged with a misdemeanor may depart the State without leave of the court unless, upon a showing by the State's Attorney, the court determines there is an adequate reason as to why he or she shall not depart the State without leave of the court.
