Bill Title: Amends the Legislative Commission Reorganization Act. Requires the Architect of the Capitol, in consultation with the Secretary of State, to conduct a study to determine what may be required to permanently reduce all carbon dioxide and co-pollutant emissions from the Capitol Complex Power Plant, as well as from boilers and other similar sources of those emissions in the legislative complex, to zero through unit retirement or the use of 100% green hydrogen or other similar technologies that are commercially proven to achieve zero carbon emissions. Provides that the study shall be completed no later than July 1, 2024 and shall include a date certain by which the Capitol Complex Power Plant shall be permanently decommissioned. Defines "green hydrogen". Repeals provisions on July 1, 2025.
