Bill Title: Amends the Retailers' Occupation Tax Act. Provides that the exemption for property used in an enterprise zone applies to businesses that make investments of at least $20,000,000 and cause the creation of a minimum of 40 (instead of 200) full-time jobs in Illinois or make investments that cause the retention of a minimum of 500 (instead of 2,000) full-time jobs in Illinois. Amends the Public Utilities Act. Provides that the exemption for businesses located in an enterprise zone applies to businesses that (i) make investments of at least $20,000,000 and cause the creation of a minimum of 40 (instead of 200) full-time equivalent jobs in Illinois, (ii) make investments of at least $175,000,000 which cause the creation of a minimum of 30 (instead of 150) full-time equivalent jobs in Illinois, or (iii) make investments of at least $100,000,000 which cause the retention of a minimum of 200 (instead of 1,000) full-time jobs in Illinois.
