Bill Title: Amends the Illinois Income Tax Act. Creates a deduction for veterinary clinics in an amount equal to the value of any free spaying or neutering services provided by the clinic during the taxable year to a not-for-profit animal rescue or shelter service. Provides that the credit may not exceed $2,500 per taxpayer in any taxable year. Effective immediately.
