Bill Title: Amends the Hospital Licensing Act. Requires any hospital or health system licensed by the Act operating a general acute care hospital to, when considering closure or elimination of an inpatient psychiatric unit or a perinatal unit, provide public notice of the proposed closure or elimination no less than 120 days prior to the proposed date of closure and submit the notice to the specified authorities. Provides that, subject to the same notice requirements, a hospital or health system proposing closure must hold at least one public meeting within 60 days after notice is provided. Requires members of the county board in which the general acute care hospital resides to be invited to the meeting and given the opportunity to testify on the impact that elimination of service would have on the county and its other community health systems.
