Bill Title: Amends the Illinois Vehicle Code. Provides that in a municipality with a population of 1,000,000 or more inhabitants, it shall be an affirmative defense to the offense of parking in violation of an official sign prohibiting parking if the official sign is prohibiting parking for a construction zone or public works project zone and at the time of the violation there is no work being conducted in the construction zone or public works project zone.
