Bill Title: Amends the Public Utilities Act. In provisions concerning recovery of the costs associated with the purchase of zero emission credits from zero emission facilities, requires the electric utility to deposit the monies collected under the tariffed charges for the delivery year commencing June 1, 2020 into a separate interest bearing account of a financial institution. Provides that the Commission shall not conduct an annual review, reconciliation, and true-up associated with renewable energy resources' collections and costs for the delivery year commencing June 1, 2021, and provides that the Commission shall instead conduct a single review, reconciliation, and true-up associated with renewable energy resources' collections and costs for the 5-year period beginning June 1, 2017 and ending May 31, 2022 (rather than for the 4-year period beginning June 1, 2017 and ending May 31, 2021). Makes conforming changes.
