Bill Title: Amends the Illinois Municipal Code. Creates the Quad Cities Outsourcing Prevention Task Force. Provides that the Task Force will consist of 11 members appointed by the President and minority leader of the Senate, the Speaker and minority leader of the House of Representatives, the Director of the Department of Commerce and Economic Opportunity, the county board chairman of Rock Island County, and the Governor. Provides that the Governor shall appoint one member from the organization that represents the largest number of businesses in the Quad Cities (the Cities of East Moline, Moline, and Rock Island) and the county board chairman of Rock Island County shall appoint one member from an organization that represents union workers. Provides that the members of the Task Force shall not receive compensation and shall hold meetings at least quarterly. Provides that the Department of Commerce and Economic Opportunity shall provide administrative and other support to the Task Force. Provides that on or before January 1, 2019, the Task Force shall prepare and submit a report to the General Assembly and the report shall, at a minimum: (1) recommend how the State can keep employers and jobs in Illinois; (2) identify and describe best practices to prevent outsourcing of Illinois jobs; and (3) identify employment sectors most affected by outsourcing. Provides that the Division creating and concerning the Task Force shall be repealed 2 years after the effective date of the amendatory Act. Effective immediately.
