Bill Title: Amends the Illinois Lottery Law. Provides that the Department of the Lottery shall offer the Loteria instant scratch-off game for the benefit of the Illinois DREAM Fund Commission. Requires the net revenue from that game to be deposited into the Illinois DREAM Fund. Authorizes the Department to adopt rules necessary to implement and administer the game. Makes conforming changes in the Law, the State Finance Act, and the Higher Education Student Assistance Act. Effective immediately.
