Bill Title: Amends the Illinois Procurement Code. Requires all State contracts to contain a certification that vendors are in compliance with various anti-fraud and anti-corruption statutes. Provides that the chief procurement officer may declare the contract void if the vendor's certification is false. Amends the Illinois False Claims Act. Provides that certain false claim actions must, unless opposed by the State, be dismissed by the court if substantially the same allegations or transactions as alleged in the action were publicly disclosed. Redefines "original source". Provides that a civil action for relief from retaliatory actions may not be brought more than 3 years after the date when the retaliation occurred.
