Bill Title: Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act. Provides for the awarding of sole-source contracts under $100,000,000 to certified black or African American businesses. Provides that businesses owned by black or African American persons providing specified services shall also be eligible for the benefits of the mentor protégé program in accordance with the federal All-Small Mentor Protégé Program. Effective immediately.
