Bill Title: Amends the Counties Code and the Illinois Municipal Code. Provides that the county board of any county may license and regulate landlords, as defined by the county board, within the unincorporated areas of that county. Provides that the corporate authorities of any municipality may license and regulate landlords, as defined by the corporate authorities of the municipality, within that municipality. Effective July 1, 2009
