Bill Title: Amends the Juvenile Court Act of 1987. Provides that when placement in detention is ordered, the court shall state the basis for selecting the particular disposition, and the court shall prepare a statement for inclusion in the record. Provides that if a minor is sentenced to be placed in detention, the period of detention shall not exceed the lesser of 6 months or the period of incarceration permitted by law for adults found guilty of the same offense or offenses for which the minor was adjudicated delinquent (currently, 30 days). Provides that a minor found to be guilty may be committed to the Department of Juvenile Justice if the minor is at least 13 years and under 20 years of age, provided that the commitment to the Department of Juvenile Justice shall be made only if a term of imprisonment in the penitentiary system of the Department of Corrections is permitted by law for adults found guilty of the offense for which the minor was adjudicated delinquent. Provides that the court shall include in the sentencing order any pre-custody credits the minor is entitled to under the Unified Code of Corrections. Provides that in no event shall a guilty minor be committed to the Department of Juvenile Justice or placed in detention when the act for which the minor was adjudicated delinquent would not be illegal if committed by an adult. Provides that upon release from a Department facility, a minor adjudged delinquent for first degree murder shall be placed on aftercare release until the age of 21, unless sooner discharged from aftercare release or custodianship is otherwise terminated under the Act or as otherwise provided for by law. Establishes the duration of aftercare release. Amends the Unified Code of Corrections. Limits circumstances in which an arrest warrant must be issued for a minor who has violated his or terms of aftercare release.
