Bill Title: Amends the Illinois Vehicle Code. Increases the maximum speed limit outside an urban district and outside of the counties of Cook, DuPage, Kane, Lake, McHenry, and Will to 70 miles per hour (instead of 65 miles per hour) for vehicles of the second division weighing more than 8,000 pounds on specified types of highways.
