Bill Title: Amends the Environmental Protection Act. In provisions regarding fees for permitted facilities accepting clean construction or demolition debris or uncontaminated soils, changes specified fees in specified amounts. Provides that all fees, taxes, and surcharges collected under the provisions shall be used for, among other things, environmental safety purposes.
