Bill Title: Amends various Acts related to the governance of public universities in Illinois. Provides that beginning in the 2018-2019 academic year, the universities shall maintain an undergraduate and graduate student population in which at least 80% of the undergraduate and graduate student population is deemed an Illinois resident. Effective immediately.
