Requires a unit of government, including a home rule unit, to impose a fee for the operation of a video gaming terminal of $1,000 per year (rather than prohibiting a non-home rule unit of government to impose any fee for the operation of a video gaming terminal in excess of $25 per year). Limits home rule.
