Bill Title: Amends the State Officials and Employees Ethics Act. Prohibits a member from knowingly requesting, outside of the scope of his or her official duties, that an appropriation or transfer of State funds be made to an entity upon whose board of directors the member sits. Prohibits an employee from knowingly requesting, outside of the scope of his or her official duties, that an appropriation or transfer of State funds be made to an entity upon whose board of directors the employee sits. Effective immediately.
