Bill Title: Amends the State Officials and Employees Ethics Act. Provides that all investigatory files and reports of the Office of an Executive Inspector General, other than specified monthly reports, are confidential and privileged, are exempt from disclosure under the Freedom of Information Act, and shall not be divulged to any person or agency, except, among other exceptions, to the head of a State agency affected by or involved in the investigation. Makes conforming changes. Effective immediately.
