Bill Title: Amends the Regulatory Sunset Act. Extends the repeal date of the Collection Agency Act from January 1, 2016 to January 1, 2026. Amends the Collection Agency Act. Makes changes to provisions concerning definitions, exemptions, restrictions and limitations, civil penalties for unlicensed practice, qualifications for license, the Collection Agency Licensing and Disciplinary Board, powers and duties of the Department of Financial and Professional Regulation, investigations, notice and hearing, and disciplinary actions. Deletes references to "debt collectors". Replaces references to "Secretary" of the Department with "Director". Adds provisions concerning expiration, renewal and restoration of registration, returned checks, fines, unregistered practice, cease and desist, summary suspension of certificate of registration, consent orders, and confidentiality. Effective immediately.
